I'd say that 8² counts as using an 8 and a 2, and so isn't allowed (easily fixed by using 8x8 instead though).

I was thinking along the same lines as you, but couldn't quite get it to work. Your answer gave me the nudge I needed though:

Ash, you've miscounted the amount of 9's in 990-998, meaning your final answer is nine short.
There's an easier way though:
