Place value of digits

Hi;
I read addition page in mif and found how to place zero in 'tens' means in 10 there  is 1 ten and no one's
https://www.mathsisfun.com/place-value.html
What if we have 1 Ten, but no Ones? We show "no Ones" by putting a zero there:
Tens
Ones
1    0
ten balls

This is ok!! But when I read subtraction

The Solution: Make the "2" larger by "regrouping
http://www.mathsisfun.com/numbers/subtraction-regrouping.html
The Solution: Make the "2" larger by "regrouping" (press arrow button):
In 32:
the "3" means 3 tens,
the "2" means 2 ones,
So we:
reduce the 3 by 1
increase the 2 by 10
And we get:
2 tens,
12 ones

Question is :In subtraction by regrouping how we make 12 ones and why in place value how we write 12 ones ?? 12 ones is not possible??
