factorial domain

hi, I got a problem for homework that I'm having trouble solving

if R={a/b; a,b ∈ Z and b is not divisable by 11}, show that R is a factorization domain
also
how many prime elements does R have up to associates (Elements a,b are said to be associates if a | b and b | a. ) ? how do ideals look like in R?
