how to decide the optimal path?

Here is a question to know that how to decide the optimal path?

For example, i have three paths A , B , C.
The penalty of A = 14, B= 3 and C=3. How can we say which path is Optimal way?

Kindly help me to find the Optimal Path..

I'm assuming you want the minimal penalty.  As two are equal you can choose either.

To determine the optimal path would be to minimize the penalty. To do that I would need to see the graph that tells me how the paths are connected.
