Find y given x value and f'(x) value

Hello. Is it possible to find y given this...

x=4
f'(x)=3

I don't really see a way to solve it, if possible.

y=mx+b for the tangent line leaves two unknowns...

y=(3)(4)+b
y=12+b

I think you need a bit more to find b. There are a lot of linear equations alone that are possible.
