Math Facts Sequence

What general sequence would you use to learn the basic math facts?
   I am leaning towards   addition, multiplication, division, subtraction. 
   Any insight would be helpful.

Say you have 18, and you are learning to divide it by 6, without memorizing the answer...
18 - 6 = 12 (that's one), 12 - 6 = 6 (that's two), 6 - 6 = 0 (we're done, answer is three).
So subtraction might come in handy prior to dividing.
