Remainder Therom! PLZ HELP

hi i m trying to do this long division:

3x^3-5x^2-2x-1 divided by (3x+2)
while i am doing this however, i get the quotient as a decimal or a fraction
is this allowed?

Yep, that's allowed. And I agree that in this question the quotient should have fractions in it.
