A troubling generating function

Can anyone help me with finding a closed form for this sum if it exists?

I think when you get a closed form you can not any longer treat it as a clothesline. Now the rules of analysis apply. That sum never converges, except to 0. Think about it.

Yes it does. Because the index of summation the variable n is not in the the summand (boxed part) you are always adding an infinite number of constants. That will always involve infinity or zero. The sum is trivial or divergent.

Yes. The question is now better phrased and has meaning. Unfortunately that does not mean it has a nice solution. You see that square root? That spells trouble.
