Evaluate:

3^0 4^-1
-----------  x^-2  y^0  z^-4
   4^2

If x = 2, y = 4, and z = 1

i did:

3^0 = 1
4^-1 = 0.25
4^2 = 16
x > 2^-2 = 0.25
y > 4^0 = 1
z > 1^-4 = 1

so then put that in

(1)(0.25)
----------- (0.25)(1)(1)
   16
right so far?

0.25
----- 0.25
16

now

Yes, that all looks good so far.

And now you just need to finish it off by combining it into one fraction. Converting 0.25 into 1/4 would make it look nicer, so now you've got 1/4*1/4*1/16, which is 1/256. Or 2[sup]-8[/sup] if you want.
