any maths genuises? help plz! simple question.

hi. can someone tell how i could simplify numbers for example like this: 150000 is also 15x10 to the power of 4. how could i do this with this number for example -1999?? how do i find the exponent? i know the mantissa would be something like 1.999. any ideas? thanks for ur help! smile
p.s. i need to multiply by 2, because i will be working in binary.

1999 is prime.  Thus, there exists no integer n where n < 1999 such that:

n^m = 1999, for all m in the integers.

-1999=-0.1999*10^4.
If you want:
-1999=-0.1999E4
-1999=-(11111001111) in binary

Ahhh... makes more sense.  15*10^4, not (10*15)^4.  Read the first post incorrectly.
