ive been looking up lots of primefoacorization programs on the internet and a lot of them stop at that very number how come they all stop at that number?

It's not that there isn't a 0th bit. There isn't a 32nd bit. Because to represent negative numbers, you lose one bit for the sign.

Ah, negatives. That would explain it. It's a bit weird that a prime factorisor considers them though.
