Yes most IP are different, there are exceptions to it.
He would know that he is 16 through many ways, email address, name, etc. You just need to know some info about the person.:)

What i meant was that he couldn't have pressed the return key to post in 3 different topics at the same time.
Yes it is possible to post 2 post in a row if you have hacked the site and have a bot.

MIF if you have tracking the spammer couldnt he have used a P****/O**** ******* to hide/scramble his IP/location. Or is there a way to get past those things and track him?

lightning he posted in 6-8 different topics so he couldnt have done that.
Think about this he posted in 3 different topics about 2 posts each in 1 second.

What do you mean by hacking?(explain what i have to do)
