Let increment= y%
1.5 x-1.5 x(y/100)= x+x(y/100)     
150x-1.5xy=100x+xy
50x=2.5xy
y=50x/2.5x=20%

1 to 9= 9 digits
11 to 19= 9+9 = 18 digits (excluding 13)
20 to 30= 11+11=22 digits
Total = 9+18+22=49.
