To get the mean (which is the average, right?), just multiply the number of occupants with the number of cars, add them all up, and divide the number from the total number of cars:

132 / 50 = 2.64
So the mean is 2.64

In this case, the two equations are:

x=-y (since x is the opposite of y)
Just place the value of x (-y) to the first equation:
3(-y) + 15 = 2y
-3y + 15 = 2y
15 = 5y
3=y
-3=x
Voila! all there is to it!
