crossword help

I am trying to finish a crossword puzzle but need help with an answer can anyone help me the clue is:"at right angles" the letters given are  'O_t_o_onal'

Please help this is driving me nuts I need to know the answer.

The first word could be short, stars, stare, start, spare, sport ...
The second word could be ...tions ?

thnx 4 replying emmm well its in a newspaper crosswurd so all it says is display of military force then the no. of letters
