Circle problem

A wheel has 2 circles,interior and exterior.the interior circle obhiously has smaller circumference.now suppose the wheel is rotated 5 times and it has crossed 10 m then the exterior circle's circumference is 2 m. But the interior circle is also rotated 5 times and it is also 2 m.so,both circles are same! How is it possible?
