In theory, yes. People do tend to have similarly defined moral, though.

Yes, I know that leaves the possibility of people abusing it for actions most other people define as evil, but those people do those things already, without needing a philosophical idea to back them up.

Morality- beliefs about what is right behavior and what is wrong behavior.

To have none, implies that the being does not know right from wrong. This also implies the being is mentally unbalanced.

With that I agree. Everyone has some sort of morality. But no everyone has the same.

Actually I believe in just the opposite. The unstable mind has trouble with good and evil. We can say it is pathological or sick. The conscience of a normal being is his compass. It will steer that being to correct action.

The thing is, there is no universally defined good and evil. There is a difference with absence of ability to make a difference between good and evil and having an opposite sense of morality from most people. If your evil is everyone's good, then everybody else is wrong.

But, even "moral" beings do not agree entirely on what is moral and what is not. (See Roe v. Wade, for example)

The day the US supreme court can even make an intelligent decision on what color the Mens Room should be let alone morality will be day long remembered.

The one I am talking about is universal as gravity. We do not need to ask a court to decide about that.

But, if someone does not accept your god, he does not have to agree to the moral standards set by him.

That is between him and God. But here on earth he had better to agree to laws that his country sets. Luckily, in a lot of cases these laws provide something like a moral structure for people to follow.
