Guests are able to create threads in certain forums, such as Help Me ! and Guestbook. However, they are unable to reply to threads in those forums, including posting in their own thread. Is this intentional?

No. This is because the forum was updated last year and Mr. admin is not free to install the appropriate patches and tweak things to make things possible. bobbym is only a superior moderator with higher powers but no access to the server files and forumware. That's like God and his angles

The same bug is now happening to other threads, but with a twist: I can't click on my post without getting a time-out, and I'm having trouble with editing, posting and deleting posts in that thread.
In fact, the same is true for this post: I can't click on it via the Suggestions and Comments forum.
