um just stick to these rules: u can only use + - x and division and brackets and only use 1 2 3 4 5 6 7 8 9 once! u dont have to use them all but it would help and u cant use faculties or exponants squared or cubed or power of a number or anything other than + - x division and brackets!

if commas are not allowed, are just putting them together allowed? (i mean for example 6, 7 and 5 can be put together to 675)

I should think so. My 2 solutions use that, and I think that if that wasn't allowed then it would be impossible.
9*8*7*6*5*4*3*(2+1) = 544320, which is too small, and I don't think it's possible to get anything larger without combining numbers.

Espeon, ± means both addition and subtraction. Its notation is often used to represent the use of both addition and subtraction - Pretty simple, really.
Also, when I use the alt code, 214, I end up with '╓'.
