I like to be practical in lessons so I think I'd start with a tape measure.
Your student can use it to do conversions and you can set measuring exercises where a measurement can be given in a variety of ways.

Give real-world examples, such as litres, meters, and kilogrammes.
Create number lines or conversion ladders to visualise.
Ask yourself, "Am I going to a bigger or smaller unit?" to help you think clearly.
Practical experience: measure or pour to observe connections.
Make a connection to math and perform numerical conversions once it makes sense.
