How about we follow this simple three step procedure:

1. User Requests
2. Request supported by a member of long standing
3. A moderator (not the "supporter") also agrees and upgrades user.

In which case we have the following pending upgrades:

jU: requested, waiting for a Support
Toast: requested, waiting for a Support
Wizard, Rida ...

Would someone like to support jUs and Toasts request?

PPD shouldn't really be a deciding factor in this. It shouldn't really be a deciding factor in anything except "Hey, I wonder who has the highest PPD?"

But I also agree with Toast having PM abilities, and would be happy to upgrade him, if I knew how. hmm
