There is a Puzzles and Games section, so that only leaves spam.

No, this is not one of those boards where you can spam as much as you like.

The usual reason for a spam section is to act as a kind of litter bin. If people are given a place to spam, then the belief is that they spam less on the other, more important boards.
I'm against this though. These tend to not work very well.

What if you had a "scratch board", basically one post, and alot of user names by it, and when you click a username, his text come up. Next to every post you could have a "vote for cleaning" button.
And every guest post or thread could have a "vote for scratchboard" button.

Then a lot of people here would just post there and do nothing else. We can't design this type of section just for you, and I don't think it actually needs to be created because we have a 100-character rule. Until the PunBB software is updated, we may take this kind of thing into account. Can you imagine a mathematics site where a good majority of users used only those features?

we usually have over 50 guests and very few regestered people

Well, as of this moment in time, we do not have that many guests, and they would most definitely be attracted to that sort of thing.
