There is a rule which can be described in plain english.

Yep.  I noticed this when I was trying to sing the alphabet backwards.  It doesn't work right because of the syllables in w.

not unless you sing out w one syllable at a time like it was 3 separate letters, and then blaze through 'f e d' at the end. smile
