Welcome to the forum.
If you define a triangle as the shape you get when you pick three points at random and join them with straight lines, then one case that arises is when the three points are in a straight line. That is called a degenerate triangle. Hence a nondegenerate one is one that isn't degenerate. ie. What everybody thinks of when you say 'triangle'. Hhhmmm.
