Check the largest digit first.
units: all have a zero so go on to the tenths digit 0.x
C has a zero. The others all have a bigger tenths digit so C is smallest.
Another example:
A 0.035
B 0.041
C 0.0356
D 0.0305
Check units:
All have a zero.
Check tenths (0.x):
All have a zero again.
Check hundredths (0,0x)
A has a 3, B has a 4, C has a 3, D has a 3. So reject B but keep looking at the thousandth digits (0.00x) for A, C and D.
A has a 5, C has a 5, D has a zero. So D is the smallest.
