do distanceformula like they showed in the book
'on the y axis' means x=0 so points have x=0
you have D^2 = (4 - 0)^2 + (-3 - y) = 6^2
solve for y

(4)^2 + (y + 3)^2 = 36
16 + (y + 3)^2 = 36
(y + 3)^2 = 36 - 16
(y + 3)^2 = 20
sqrt{(y + 3)^2} = sqrt{20}
y + 3 = 2•sqrt{5}
y = 2•sqrt{5} - 3
