Help me with an image puzzle

I am trying to solve a multi-part math puzzle, and one of the parts is this image:

I know the answer is a 4 digit number (or possibly 4 characters - for example "1.23" or "a123")

Could anyone give me any ideas for what the answer to this image might be?

from 2 to 1, you add 9.
from 1 to 8, you add 7.
8 to 6 and 6 to 3.
This is four digits
Just a guess.
