If month X has 30 days, then there is a full 4th week in that month, because the 4th week ends on day 28.
Therefore, no matter which day the month starts on, it will always have a 4th Tuesday. The month could start on 7 different possible days, and since the holidays will always happen no matter which of these is starts on, the holiday has 7 different possible dates.
