If I understand your question right you are looking for the tangent line that has a slope of 0.
You set that to 0 and solve:
There are four roots of x = 8 (remember that so we can deflate them out)
x = 18
So we have 5 roots x = {8,8,8,8,18} the x's where the tangent line has slope 0 are x = 18 , x = 8.
