Welcome to the forum! That is not an equation, that is a bunch of columnar data where the first column is a, the second b and the third c. Am I right?
What you appear to want is a relation between a,b,c that gives you the 4th column. This is a curve fitting problem.
I can fit that but I need some info from you.

What form do you think the fit is:
A linear fit?
c1*a + c2*b + c3*c = 4th column
A non linear fit? In other words do you have any thoughts on what the form should look like. Knowing where that data comes from might help.

I don't know the mathematical transactions that are behind this.
All the info i have is that using these three variable values gives you the variable answer (4th column).

for example for the combination of 1,1,1
the answer is always going to be >=5 and <11
