I really this all of the details about the question,, any way forget it I'll find an answer but please answer this one for me :-
(find the equation for line passing through the point (1,2) and parallel to the line : x+2y=3?)

I really forget how to find the slope in this situation, I just know : the slope = Δy/Δx, I know that law but I don't understand it ,, anyway
second : I want to know why any parallel lines will have same slope? I need to understand this and to take advantage from this in the future ...

they have a θ if 90°?
but not just that
if that so, can we say all lines in the world space have θ=90° are parallel?

Let's look at this picture.
Any line of the form y = mx + c will have gradient m. The lines | and | have the same slope because one is the same as the other, just moved to a different location.

yes that is right thanks and now how to find the slop of this, ? I have a point and a line I don't have two points

When you have an equation in point slope form like this y = mx + b then m is the slope.
In mathematics, you don't understand things. You just get used to them.
If it ain't broke, fix it until it is.
Always satisfy the Prime Directive of getting the right answer above all else.

then what is the slop of this x+2y=3
is it 2y=-x+3?
so y= -1/2x + 3/2
is the slope -0.5?

That is correct.
