Get a compass and set its length so that it is roughly half the length of OK. Make it a bit bigger than that just to be safe.
Draw a circle with centre O using the compass and then draw a circle with centre K without changing the length. The circles should cross at two points. (Note that you don't actually have to draw full circles as long as you get these two crossing points)
Draw a straight line between these two points. This line is the perpendicular bisector of OK.
Why did the vector cross the road?
