write equation of the line with slope 4 and y-intercept (0.-5)
y-(-5)=4(x-0); y+5 = 4x - 0 ; y=4x-5 correct??

Correct, and you don't even need to do all that work either.
The equation of a line is y = mx+c, where m is the gradient (or slope) and c is the y-intercept.
You know both of these, so you can just put them straight in.
Why did the vector cross the road?
It wanted to be normal.
