Google says this:
Type this into google:
(7 / 9) * 15
and get this for the answer:
(7 / 9) * 15 = 11.6666667
which is closest to twelve or 12.

Another way to think of this is that
15 is 5 times 3,  and 9 is 3 times 3.
So the 5 and the 3 are on the top and
the top three cancels with the one of the
two bottom 3's in the 3 times 3 for the 9.
So then you get something times 5 divided by
the other 3 on the bottom.  Oh yeah, five.
So 7 times 5 is 35, divided by 3 is 35 over 3, and
that's just 1/3 under 36/3 or 1/3 under 12.
